Strategic Plan

Mission

The Adult Court Services Department enforces orders of the General Sessions court by providing misdemeanant offenders timely and efficient supervision, intervention and treatment services that promote public safety and client accountability.

Issues

Montgomery County’s population is expected to grow by 60,000 residents over the next five years, which will result in a dramatic increase in County courts cases; consequently, without additional resources, Montgomery County citizens may experience diminished quality and efficiency of Court services as well as significant delays in using Court services.

The growing issue of substance abuse is creating a higher risk of crime and social dysfunction for the Montgomery County community.

The continuing growth in domestic violence cases in Montgomery County challenges the court system to efficiently and effectively process cases while protecting the rights of both the accused and alleged victims.

The new Montgomery County Drug Court provides an opportunity to the County to more cost-effectively deal with substance-abusing offenders, even though it increases court and related service providers’ workload.

The Adult Probation Department does not have adequate space to provide the quantity and quality of service needed to efficiently and effectively serve probationers and the community.

Goals

By June 30, 2010, Adult Probation Services will conduct intake for at least 90% of probationers within ten working days of sentencing. (Case Review Liaison).

By June 30, 2010, Adult Probation Services will provide orientation to at least 90% of court-ordered program participants within 10 working days. (Program Coordinator).

By June 30, 2010, the Adult Probation Department will maintain a Drug Court participation rate of 25 participants per month. (Drug Court Coordinator).

By June 30, 2010, at least 70% of Batterer Intervention class participants will complete the domestic violence prevention program without re-offending. (Program Coordinator).

By June 30, 2010, at least 60% of Drug Court participants will successfully complete their substance abuse treatment plans. (Drug Court Coordinator).

Adult Probation Services Program

Purpose Statement

The purpose of the Adult Probation Services Program is to provide supervision services to defendants so they can successfully fulfill the orders of the Court within the probationary period.

Performance Measures

Results

  • Percent of defendants who complete all court-ordered conditions within the probationary period (Goals: 1 & 2)
  • Percent of officer cases discharged within the probationary period (Goals: 1 & 2)
  • Percent of defendants who did not recidivate (Goals: 1 & 2)

Drug Court Program

Purpose Statement

The purpose of the Adult Drug Court Program is to provide intense supervision, treatment referral and job placement services to drug court participants so they can recover from their addiction, remain drug free, and reduce the cost associated with incarceration.

Performance Measures

Results

  • Percent of drug court participants with negative tox screens while completing the program (Goal: 3)
  • Percent of drug court participants not re-arrested while completing the program (Goal: 3)
  • Percent of Drug Court participants who are not incarcerated (Goal: 3)
  • Percent of drug court graduates who are not re-arrested for drug related charges within one year of program completion (Goal: 5)
  • Percent of drug court participants who maintain employment while completing the program (Goal: 5)

Intervention Services Program

The purpose of the Intervention Services Program is to provide education and group intervention services to program participants so they can successfully fulfill the obligations contained in their court order.

  • Percent of program participants enrolled in classes within 10 business days of referral (Goal: 4)
  • Percent of notices sent within 3 business days of the occurrence (Goal: 4)
